Biography

Richard Paul Conaboy (born June 12, 1925) is a United States federal judge.
Born in Scranton, Pennsylvania, Conaboy received a B.A. from the University of Scranton in 1945 and was an Air Corps Sergeant in the United States Army from 1945 to 1947. He received an LL.B. from Catholic University of America School of Law in 1950 and was in private practice in Scranton, Pennsylvania from 1951 to 1962. He was a deputy state attorney general for the State Workman's Insurance Fund of Pennsylvania from 1953 to 1959. He was a hearing examiner of the Pennsylvania Liquor Control Board from 1959 to 1962. Conaboy then served as a judge on the Court of Common Pleas for Lackawanna County, Pennsylvania from 1962 to 1979, and was the president judge from 1978 to 1979.
On May 29, 1979 Conaboy was nominated by President Jimmy Carter to a new seat on the United States District Court for the Middle District of Pennsylvania created by 92 Stat. 1629. He was confirmed by the United States Senate on July 23, 1979 and received his commission on July 24, 1979. He served as chief judge from 1989 to 1992, assuming senior status on September 1, 1992. While serving in that capacity, he was the chair of the U.S. Sentencing Commission from 1994 to 1998.
