Born in Melbourne, he served in the Royal Australian Air Force and Royal Air Force from 1956 to 1981, holding the rank of Group Captain, and was made an Officer of the Order of the British Empire in 1978.
In 1984, he was elected to the Australian House of Representatives as the Liberal member for Casey. On the election of the Howard Liberal Government in 1996, Halverson was appointed Speaker of the House, a position he held until his resignation in March 1998.
