Tan Sri Datuk Tee Hock Seng, JP (郑福成; born 1949) is a Malaysian businessman, currently serving as the Group Managing Director of Bina Puri, a construction conglomerate listed on Malaysia's stock exchange. He is an experienced entrepreneur with more than 40 years business acumen in trading, construction and development. He is responsible for the day-to-day operations of the Group.

He is a well known philanthropist, especially amongst the Chinese community and is also very active in Chinese Associations and education movement within the country.


Tee's father Tee Than Song was a reputable contractor in the 50's and was involved with the construction of the Sg Besi Military Airbase and many highschools throughout Malaysia(Eg Nankai School, Confucian Primary School). Tee started off as a salesman with Chop Seng Lee, dealing in sales of Mobil Petroleum. Later, he was promoted to manager and was responsible on the marketing and sales of Mobil Petroleum. In 1976, he left the company to venture into business and started Pembinaan Tekun Jaya Sdn Bhd that involved in construction sector. Teamed up with his brothers, Tay Hock Lee and Tee Hock Hin, and brought in some business associates into the company.

He was responsible for the merging of Pembinaan Tekun Jaya Sdn Bhd and Bina Puri Sdn Bhd (BPSB) in 1983. BPSB started off way back in 1975 by Dr Tony Tan Cheng Kiat and his friend, Syed Mansor Syed Salim, also involved in construction activities. The merger between the two companies, gave the company a new life where the activities became more focused and had helped BPSB securing more contracts.

Tee began his career with Bina Puri as a Finance Director in Bina Puri, was appointed to the Board on November 5, 1990 and was subsequently appointed as the Group Managing Director. Later, in January 1995, he was also responsible for the listing of Bina Puri in Main Board, Kuala Lumpur Stock Exchange (KLSE) with an authorized capital of RM100 million and paid-up capital of RM40 million.

Bina Puri has completed numerous multi million Ringgit projects in excess of USD1.5billion, in Malaysia and overseas, such as Abu Dhabi, Cambodia, China, Brunei, India, Indonesia, Pakistan and Thailand, which speaks vocally of the Group’s capability to handle a wide range of business activities. Some of the Group's landmark project is the Kuala Lumpur International Airport 2 (USD250mil), Light Rail Transit Ampang Line 2(USD630mil) and the ownership of the LATAR, also known as KL-Kuala Selangor Expressway (USD222mil).

The Group’s diverse business activities includes investment holdings, civil engineering and building construction, property development and management, manufacturing of construction materials, power generation, highway concessionaire and hospitality.

Political career

Tee was actively involved in Malaysian Chinese Association (MCA) since 1998. He was the Chairman of MCA Taman Yulek Branch, Cheras from 1998 to 2006 and the Division Chairman to MCA Cheras Division, Federal Territory from 2005 to 2012. He was elected as Deputy Chairman of MCA Federal Territory State Liaison Committee from 2008-2011 and was then elected as the Chairman of MCA Federal Territory State Liaison Committee from 2011 to 2012.

On 28 Jun 2015, he was elected as an Advisor to MCA Bahagian Wangsa Maju and later on 6 Sep 2015 he was elected as an Advisor to MCA Federal Territory State Liaison Committee. Tee was appointed a member of the Senate (Ahli Dewan Negara), Parliament of Malaysia on 15 July 2008 for a duration of three years and had served as Treasurer-General of MCA from 2008 to 2010. Following the defeat of former MCA president Tan Sri Dato Seri Ong Tee Keat in the party polls in 2010, Tee as the party's treasurer-general and Federal Territories liaison chief, who was appointed by Tan Sri Dato Seri Ong Tee Keat, tendered his resignation 30 March 2010.


Tee personally involves in several government organizations and non-profit organizations as follows:

Malaysia Industry-Government Group of High Technology (MIGHT)

Tee is actively involved in MIGHT and serves as Board of Directors of MIGHT since 1993. MIGHT was launched by former Malaysian Prime Minister Dr. Mahathir Mohamad, on 22 February 1993. It is a unique Smart Partnership between the industry and the public sectors in Malaysia, working together to prospect for business and technology at the domestic and international market-place.

Malaysia South-South Association (MASSA)

MASSA members are from the Malaysia business sectors, was formed after former Malaysian Prime Minister Dr. Mahathir Mohamad, initiated the idea for the formation of the Association, following his visit to Chile, Brazil and Argentina with the Malaysian business community in 1991. MASSA aims at promoting bilateral trade and investment ties with South-South countries, by serving as a platform and link between the Malaysian business community and South countries. Thus the idea for MASSA’s existence evolved from the fact that Malaysia’s export-driven economic growth should not be overly-dependent on its traditional markets of the United States, Japan and Europe. Tee currently serves as one of the EXCO member and has been active in this association since 2 August 1995.

Perdana Leadership Foundation (PLF)

Tee sits in the Board of Trustees of PLF since 2003. The foundation is made up of esteemed individuals representing various corporations and institutions from the banking, education and property sectors. The Foundation intends to become the premier institution for the study of Malaysia’s Prime Ministers and the central resource centre for research into national stewardship as well as a platform for reflection, debate, and discussion with distinguished figures in Malaysian leadership.

Malaysian South-South Corporation Berhad (MASSCORP)

Tee is also active in promoting and catalysing bilateral trade and investment between Malaysia and South-South Countries, MASSCORP also acts as a vehicle for trade promotions, exports, investments and management expertise & technology transfer to the host country. He has been Board member in MASSCORP since 26 September 1996.

Young Malaysians Movement (YMM)

On 28 August 1998, Tee was appointed as the Honorable National President of YMM. He continues to serve as the Honorable Chairman since Year 2013. YMM through its organizational planning and leadership, aims to organize youth by providing them with training, education, counseling and re-education programmes, which in turn will motivate them and liberate their talents and upgrade their abilities.

The Federation of Hokkien Associations of Malaysia

He was the former President of The Federation of Hokkien Associations of Malaysia from 2006 to 2012. He continues to serve the association as Honorary President since 6 October 2012 and will continue to contribute actively towards promoting cultural identity and Chinese education.

Eng Choon

Eng Choon Association was formed in objective to promote and foster goodwill and friendship amongst all Eng Choons as well as to promote cultural identity and education. The association will carry out various social welfare activities for the benefit of Eng Choons and the society at large.

Kuala Lumpur Eng Choon Hoey Kuan

Tee is currently the President of the association for term 2015 to 2018. He was actively involved in the association since 1997 when he was first appointed as the Vice President of the association. He had also served the association as President for 3 terms (Term 2000 to 2003, 2003 to 2006 and 2006 to 2009).

The Associated Eng Choon Societies of Malaysia

Tee was being elected as the Vice President of The Associated Eng Choon Societies of Malaysia on 30 May 1999. Later in year 2010, Tee was appointed as President of the association for 3 terms from 2001 to 2007. Tee continues serving the association as Vice President for terms 2007 to 2010 and 2010 to 2013. He was also the Advisor of the association from 2013 to 2016 and on 19 May 2016 he was being appointed as the Lifetime Honorary President for his valuable contribution to Eng Choon's community.

The International Fellowship of Eng Choon Association

Tee was the President of The International Fellowship of Eng Choon Association from 2004 to 2006. In 2006, he was appointed as the Honorary Chairman of the association.



Tee was conferred by Malaysia's Construction Industry Development Board (CIDB) in 2006 the "Most Prominent Player" award, the highest accolade for individual recognition within the industry.

He was also inducted as the 1st batch of CIDB Fellows Club during CIDB's 20th Anniversary in 2015.


On 16 September 1989, Tee was awarded Ahli Setia Darjah Kinabalu (ASDK) by TYT Yang Dipertua Negeri Sabah Tun Datuk Haji Mohammad Said bin Keruak.

On 9 March 1991, Tee was awarded Justice of the Peace (JP) by DYMM Sultan dan Yang Dipertuan Negeri Selangor on his Royal Highness 65th Birthday.

On 16 September 1991, at the age of 42, Tee was again conferred the Panglima Gemilang Darjah Kinabalu (PGDK) which carries the title “Datuk” by TYT Yang Dipertua Negeri Sabah Tun Datuk Haji Mohammad Said bin Keruak on the occasion of HE 65th Birthday.

On 3 June 2000, at the age of 51, Tee was conferred Panglima Setia Mahkota (PSM) which carries the title “Tan Sri” by Agong XI, DYMM Yang Dipertuan Negeri Selangor Sultan Salahuddin Abdul Aziz Shah.
