Biography

Djoomart Otorbaev was born in August 18, 1955 in Frunze. Hailing from a family of scientists. The father - Professor Kaip Otorbaev, former rector of the Kyrgyz State University, mother - Professor Maria Nanaeva, professor of the Kyrgyz State Medical Academy.

In 1978 he graduated with honours from Leningrad (St. Petersburg) State University with a degree in physics. He receives his PhD degree in 1981 at the Lebedev Physical Institute of the USSR Academy of Sciences (Moscow) (Director, the Nobel Prize Laureate academician Basov), he received his research professorship degree in 1989 at the Institute of General Physics of the USSR Academy of Sciences (Moscow) (Director, the Nobel Prize Laureate academician Prokhorov). He was awarded with the Full Professor degree in 1990 (Moscow). From 1981 to 2005 he worked as a junior, senior researcher, then head of the Laboratory of the National Academy of Sciences of Kyrgyzstan. From 1985 to 1996 - lecturer, senior lecturer, professor of the Kyrgyz State University. From 1996 to 2005 - Professor of the Kyrgyz-Russian Slavic University.

From 1996 to 1999 - Chief Executive Officer of "Philips Electronics" in Kyrgyzstan. From 1999 to 2002 - vice-president of the "Philips Electronics" in Central Asia.

From 2001 to 2004 - Special Representative of the President of Kyrgyzstan on attraction of investments.

From 2001 to 2005 - Special Representative of the President of Kyrgyzstan on economic aid to Afghanistan.

From 2002 to 2005 - Deputy Prime Minister of Kyrgyzstan on the economy and investments.

From 2005 to 2006 - Executive Director of the NGO "Investment Round Table".

From April 2006 to December 2011 - The senior advisor of the European Bank for Reconstruction and Development, based in London.

From December 2011 to September 2012 - Deputy Prime Minister of Kyrgyzstan on the economy and investments.

On September 6, 2012 - First Deputy Prime Minister of Kyrgyzstan.

Between 2012 and 1014 he was the Governor of the Kyrgyz Republic in the World Bank Group, the Asian Development Bank and the European Bank for Reconstruction and Development. Held in July 2013 a high-level donor conference has decided to allocate to Kyrgyzstan over the next 3 years support in the amount of US $ 2 billion.

On March 26, 2014 Djoomart Otorbaev appointed as Acting Prime Minister of Kyrgyzstan after the parliamentary coalition collapsed, and a resignation on 25 March of the former prime minister Jantoro Satybaldyev.

On April 3 Kyrgyz parliament approves new government. 103 deputies out of 120 had supported a new government. The government was created upon the coalition agreement between the Social Democratic, "Ar-Namys" and "Ata-Meken" political parties. In his keynote speech Otorbaev assured MPs that the main objective of the Government of Kyrgyzstan will be a return of confidence to the government by the society and the people. The priority of the work he outlined the improvement of the investment climate in the country and fight against corruption, saying that all government agencies must work in unity:

"In my work it will be just one simple principle - the specific objectives will be put before all the heads of government agencies, those who will not deliver will be removed from their positions." On April 4, President of Kyrgyzstan Almazbek Atambayev signed a decree on the appointment of a new government under the leadership of Prime Minister Djoomart Otorbaev.

He played an active role in Kyrgyzstan joining the Eurasian integration - the Customs Union, the Common Economic Space and the Eurasian Economic Union.

On April 23, 2015 on the basis of the report, which was approved by the Parliament, he submitted his resignation.
