Paul had previously served as a bishop in the LDS Church. He became a Regional Representative of the Twelve in 1991 after he had completed his service as mission president. Paul was called as an area seventy in 1995, being among the original ones called, and served as a counselor in the Europe East Area presidency. In April 2005 Paul was called as a member of the Second Quorum of the Seventy.
Paul is married to the former Helga Klappert. They have three children. He currently resides in Moscow.
Paul was honorably released as a general authority at the October 2010 general conference of the LDS Church.
