Victor M. Willard (1813 – December 10, 1869) was an American farmer from Waterford, Wisconsin who spent two years (1849–1850) as a Free Soil Party member of the Wisconsin State Senate from the 17th District.

Willard was born in New York. He served as a delegate to the First (1846) Wisconsin Constitutional Convention. He was elected to the Senate in 1849 (succeeding Democrat Philo White), served two years, and was succeeded in the 1851 session by fellow Free Soiler Stephen O. Bennett.
