Prof. Dr. K.H. M. Tolchah Mansoer (lahir di Malang, 10 September 1930 – meninggal di Semarang, 20 Oktober 1986 pada umur 56 tahun) adalah seorang seorang akademisi, intelektual, politisi, aktivis, organisator, dan kiai asal Indonesia. pendiri Ikatan Pelajar Nadhatul Ulama (IPNU) dan Rais Syuriah PBNU periode 1984-1986. Ia menikah dengan Umroh Machfudzoh dan memiliki 3 putra dan 4 putri, salah satunya bernama Muhammad Romahurmuziy, Ketua Umum Partai Persatuan Pembangunan (PPP).
