Rajesh Kumar Grover is an Indian oncologist and the director and chief executive officer of Delhi State Cancer Institute, New Delhi. The Government of India honoured him, in 2014, with the award of Padma Shri, the fourth highest civilian award, for his contributions to the field of medicine.

Earlier, he was conferred State Award for Meritorious Services by the Government of Delhi in 2010. Dr Grover graduated in medicine from Institute of Medical Sciences, Banaras Hindu University in 1976. He did post-graduation in Radiotherapy in 1980 from Post Graduate Institute of Medical Education & Research, Chandigarh (India) and later obtained Post Graduate Diploma in Hospital & Health Management from Indira Gandhi National Open University in 2004. Dr Grover is an experienced Clinical Oncologist, eminent teacher and prolific researcher in Oncology. He is extremely concerned about the rising incidence of cancer in the Society, especially for those linked with tobacco and lifestyle factors; about acute paucity of facilities for cancer management and about the late stage presentation of these cases for their treatment in India. He is a strong proponent of public education and awareness programs for prevention of cancers and screening programs for early detection to improve the cure rates in cancer. Recently, he was successful in persuading the Govt of Delhi for launching the much-needed and long-awaited public program for free HPV Vaccination of young girls from 7 November 2016 for prevention of cervical cancer later in their life. Thus, Delhi became the first state in India to launch this cancer prevention program for the public. Dr Grover is also a strong crusader against production and sale of tobacco and its related products at national as well as at international levels since he considers tobacco to be a big menace in the Society and wants it to be clubbed with the list of other banned drugs/products in public interests.
Dr Grover strongly advocates modern cancer treatment at affordable cost for the common man. One of major contributions of Dr Grover towards this aim is setting up of Delhi State Cancer Institute (DSCI) at Dilshad Garden, Delhi (East Unit) in 2006 under the Government of National Territory of Delhi as an autonomous institution with ultra-modern facilities for comprehensive treatment of cancer patients, especially for poor who are all treated free and within affordable means for others who can pay. Later, Dr Grover was entrusted with responsibility to establish another Unit of DSCI at Janak Puri, New Delhi in West Delhi, which was started in March 2013. Dr Grover proposes to establish similar units of DSCI in North, South and Central Delhi, all linked with each other for providing comprehensive care facilities to cancer patients in this region at the doorsteps of people as a ‘Role Model’ in the country, which could be replicated under Public Healthcare Facilities by other State Governments too. Recently, in 2014, DSCI was also awarded by Construction Industry Development Council of Govt of India for the Best Constructed, Best Maintained and Best Managed Hospital in the country. DSCI entered into an agreement with the most prestigious MD Anderson Cancer Center at Houston, Texas, USA on 19 August 2013 for collaborating in clinical, academic and research programs. Another area of keen passion of Dr Grover is research in cancer at Genetics and Molecular level and translating the same in clinical management of cancer patients. Setting up of ultra-modern Research Labs for this purpose is going to be the most significant hallmark for DSCIs.
Dr Grover is reported to have done extensive research on oncology.[6][7][8][9] He has over 50 scientific papers to his credit and has attended over 100 conferences and workshops in India and abroad. [1][2][3][4] Research Gate has published ten of his articles in their online repository.[5]
