Ragnar Jelsnes (født 27. desember 1951) er en norsk tidligere pistolskytter fra Sarpsborg som representerte Fredrikstad Sportsskyttere.
Han vant 12 NM-gull i perioden 1985–1994. Han vant kongepokalen i 1992.
