Biography

Mohd Ali bin Mohd Rustam (born 24 August 1949) is a Malaysian politician. He is a member of the United Malays National Organisation (UMNO), a major component party of Barisan Nasional (BN) coalition. Mohd Ali was the ninth Chief Minister of the state of Malacca from 1999 till 2013.

Biography

He was born in Kampung Bukit Katil Melaka, Melaka on 24 August 1949. Got his first education at Sekolah Kebangsaan Bukit Katil and Sekolah Kebangsaan Semabok. He continued his secondary education at Melaka High School. He got his tertiary education with Bachelor of Degree of Social Science at Universiti Sains Malaysia (USM).

Mohd Ali joined UMNO in 1968 and has been an elected representative since 1986. He became Chief Minister of Malacca in December 1999. He also served as a vice-president of UMNO from 2004 to 2009.

Mohd Ali is also the president of the Malaysian Karate Federation (Makaf).

Mohd Ali is the President of the Islamic World Malay Foundation (YDMDI) established on 22 October 2008 as a result of the first Malay World Islamic World Convention resolution. It is a Melaka State NGO acting to promote Melaka through a joint venture with other companies in Melaka. Besides promoting cooperation in all aspects of development between Muslim Malays and other nations in the world.

Melaka River Cruise which is also known as Venice of the East was inspired by him. His contribution of ideas also in the construction of Melaka Straits Mosque and Taming Sari Tower.

Under his leadership, Melaka was declared as a developed state after Melaka fulfilled 32 indicators according to specifications set by Paris-based Organization for Economic Cooperation and Development (OECD) chairman. The declaration by the Prime Minister thereby proving Melaka's credibility as a developed state strengthened.

The Melaka Government chose a unique date and time for the Melaka Maju 2010 declaration of 20.10.2010 (20 October 2010), at 20.10 pm (8.10) at the Hang Jebat stadium executed by the Prime Minister of Malaysia directly from the Putra World Trade Center (PWTC), Kuala Lumpur. Melaka is also stated as the State of Green Technology City.

The OECD has recommended 32 guidelines/indicators applicable to measure the progress of a country/state. These guidelines cover aspects of economics & infrastructure, human, people and the environment.

Melaka has fulfilled this indicator by diversifying the physical, economic, human, and spiritual development projects in a well-ordered, organized, systematic and balanced manner covering all races in and out of town and rural areas. Melaka is also one of the states that recorded the lowest unemployment rate, poverty and crime rates throughout the OECD.

Melaka has set two strategies to sustain Melaka Negeri Maju, namely macro strategy and micro strategy. Macro strategies are to stimulate economic growth, boost business activities and increase employment opportunities to achieve full employment levels over the last 11 years. Melaka also managed to maintain the lowest unemployment position in Malaysia and OECD countries.

Micro strategies focus specifically on target groups (poor/less fortunate). This approach is to ensure the absence of inequality, leakage and dropouts. As an example of the provision for building new/repair homes, helping poor people through MAIM, assisting those who are difficult through the Social Welfare Department and the Welfare Trusts approach and provide scholarships/education loans/assistance. The poverty rate has recorded the lowest record in Malaysia and even the lowest in OECD countries.

The Melaka State Government has set a new vision for the next 10 years to make Melaka a state of green technology city. The first step has been taken through the setting up of the world-class solar valley at the Rembia industrial park, Alor Gajah.

With the declaration of Melaka Maju 2010, the Tourism Industry will continue to be a major contributor to the economic growth (GDP) and employment generation of Malacca and attract more tourists to Melaka by 2010.
