Mehmet Özkaya (d. 1928, Nizip, Gaziantep) - (ö. 3 Haziran 2005), Türk siyasetçi.
Ortaokul mezunudur. Tüccarlık, Uluyatır Belediye Başkanlığı, Nizip Ziraat Odası Başkanlığı, Nizip Şehir Meclisi Üyeliği, Fabrikatörlük, Gaziantep Sanayi Odası Meclis Üyeliği, TBMM 4.(XV), 5.(XVI) ve XIX. Dönem Gaziantep Milletvekilliği yapmıştır. Evli ve yedi çocuk babasıdır.
