Er ist seit 2006 Regierungsrat des Schweizer Kantons Appenzell Ausserrhoden und leitet das Departement Gesundheit und Soziales. Seit 2015 ist er zudem Landammann (Regierungspräsident).

Von 2004 bis 2006 war er Vorsitzender der neu gegründete Parteisektion Rotbach, die die Gemeinden Bühler, Gais und Teufen umfasst.
