Jay Garner

Jay Garner is a retired Lieutenant General in the United States Army. He is best known for leading the post-invasion civil-military operations in Iraq in 2003, serving as the director of the Office for Reconstruction and Humanitarian Assistance.

Jay Garner served in the United States Army for over 30 years. He held various command and staff positions, including commanding the 2nd Battalion, 68th Armor Regiment during the Gulf War and serving as the assistant deputy undersecretary of defense for counter-narcotics. He retired as a Lieutenant General in 1997.

The Office for Reconstruction and Humanitarian Assistance (ORHA) was established by the United States government to administer and coordinate the post-invasion phase of the Iraq War. Jay Garner was appointed as its director in 2003. ORHA's mission was to provide humanitarian relief, restore essential services, and lay the foundation for a new Iraqi government.

Jay Garner was appointed as the director of the Office for Reconstruction and Humanitarian Assistance (ORHA) following the 2003 invasion of Iraq.
