El Barón Casper van Breugel Douglas Khlebnikoff (n. Vevey, Suiza, 5 de enero de 1896 - Cannes, Francia, 10 de agosto de 1982) fue un diplomático holandés.

Biografía

Hijo de Robert van Breugel-Douglas Rappard y Vera Vassilievna Khlebnikoff.

Realizó sus estudios escolares en La Haya.

El 7 de agosto de 1928 se casó con Aga Ioana Maria Berendei. De este matrimonio nació una hija.

Como agregado del Ministerio de Exteriores, trabajó en las legaciones en Bruselas (1922/1923) y Constantinopla (1923).

En noviembre de 1923 fue ascendido a Secretario, cargo en con el que fue enviado a las representaciones holandesas en Río de Janeiro (1923-1926), Bucarest (1927-1928), Berlín (1928-1929), Copenhague (1929-1930), Ankara (1930-1932) y Washington D.C. (1933-1937). En el último puesto, trabajó desde febrero de 1934 en el rango de Consejero.

Embajador en Grecia

En mayo de 1937, fue nombrado enviado extraordinario y ministro plenipotenciario en Atenas. Después de la ocupación alemana de Grecia en abril de 1941, Van Breugel Douglas tuvo que dejar el cargo.

Embajador en China

Fue nombrado como Embajador en China en diciembre de 1941. El 8 de enero de 1942 presentó sus cartas credenciales al Presidente del Gobierno Lin Sen. Tuvo que encargarse en la relación de Holanda con el gobierno nacionalista liderado por Chiang Kai-shek en Chongking.

Embajador en la Unión Soviética

En 1943 fue nombrado como Embajador de los Países Bajos en la Unión Soviética. El 18 de setiembre, presentó sus cartas credenciales al Presidente Mijaíl Kalinin.
