龚佳育之子。康熙二十年顺天中舉。官工部主事，累迁陝西道監察御史。趙良棟平定三藩之亂，为满将所扼，争功於帝前，態度粗暴。明珠主使翔麟劾以“大不敬，宜坐斩”，後康熙優容之，僅“命乞骸归里”。翔麟為官十余年，有敢言之稱，致仕歸里，晚景萧然，“貧至不能舉火，蕭然不改恆度”。工於詞，与朱彝尊、李良年、沈皞日、沈岸登、李符等合称浙西六家，著有《田居诗稿》、《红藕庄词》等。
