Biography

Florence Yu Pan (born 1966) is the first Asian American Associate Judge of the Superior Court of the District of Columbia and is a former nominee to be a United States District Judge of the United States District Court for the District of Columbia.

Education

Pan received a Bachelor of Arts degree and a Bachelor of Science degree, summa cum laude, in 1988 from the University of Pennsylvania. She received a Juris Doctor, cum laude, in 1993 from Stanford Law School.

Career

She began her legal career as a law clerk to Judge Michael Mukasey of the United States District Court for the Southern District of New York, from 1993 to 1994. From 1994 to 1995, she served as a law clerk to Judge Ralph K. Winter Jr., of the United States Court of Appeals for the Second Circuit. She worked for the United States Department of Justice from 1995 to 1998, during which time she was a Bristow Fellow in the Office of the Solicitor General from 1995 to 1996 and an attorney in the Appellate Section of the Criminal Division from 1996 to 1998. From 1998 to 1999, she worked at the United States Department of Treasury, first as a Senior Advisor to the Assistant Secretary for Financial Markets in 1998 and subsequently as a Senior Advisor to the Undersecretary for Domestic Finance in 1999. From 1999 to 2009, she served as an Assistant United States Attorney in the United States Attorney's Office for the District of Columbia, where she also served as Deputy Chief of the Appellate Section from 2007 to 2009. She has served as an Associate Judge on the Superior Court of the District of Columbia since 2009.

Failed nomination to district court

On April 28, 2016, President Obama nominated Pan to serve as a United States District Judge of the United States District Court for the District of Columbia, to the seat vacated by Judge Reggie Walton, who took senior status on December 31, 2015. On July 13, 2016, a hearing on her nomination was held before the United States Senate Committee on the Judiciary. On September 15, 2016, her nomination was reported out of committee by voice vote. Her nomination expired on January 3, 2017, with the end of the 114th Congress.

Personal life

In 2004, she married attorney Max Stier who now serves as the President and CEO of the Partnership for Public Service.
