Fermín Abella y Blave

Fermín Abella y Blave (1832–1888) was a Spanish writer and jurist. He was born in Pedrola, Spain, on 7 July 1832 and died in Madrid, Spain on 9 April 1888.

His early studies were done in Zaragoza, in whose university he studied law, obtaining a bachelor's degree in civil and canon law, which was issued on 28 August 1854.

In that year he joined the Bar Association having been entrusted as a replacement with the professorship of Roman law in that university.

In 1856 he began his service to the State, holding different positions, up to Official in the Ultamar Ministry. In 1864 he was secretary of the Government in Córdoba, subsequently in Huesca and finally in Mallorca and Madrid.

From the beginning of his career he published various works devoted to writing and journalism. Taking charge of the Municipal Administration and Justice newspaper entitled "El consultor de los Ayuntamientos y Juzgados municipales(Consultant of the municipalities and municipal courts)," performing 50 other legal and administrative work. A man committed to enlightenment and the court, he wrote many practical government manuals.

Following his experience, he founded the publication El consultor de los Párrocos (The Pastors consultant) in 1867.

In early 1875, he was appointed Secretary General of the intendancy of the Royal House and property.

• Manual de aguas y riegos (Manual of water and risks).
• El libro de los alcaldes y los ayuntamientos (Book of mayors and city councils).
