Biography

方志恒

方志恒 博士(Dr FONG, Chi Hang Brian)(1978年12月5日)香港政治學者,現任香港教育大學香港研究學院副總監/副教授、《香港革新論》主編,高教公民秘書長。

2001年香港中文大學政治及行政系畢業後,即加入香港政府任行政主任,2007年離開公務員隊伍投身學術界,先在香港城市大學專上學院社會科學部擔任全職講師,2012年香港城市大學公共政策學系博士畢業。。博士畢業後,2013年香港教育大學亞洲及政策研究學系任助理教授。專注研究香港管治及政制改革問題,並秉承公共知識分子的精神,以知識推動社會政治的變革,長期參與推動各項公共政策研究;同時出任各種政府公職,曾於2012年至2013年擔任特區政府之中央政策組非全職顧問,現時則擔任香港房屋委員會資助房屋小組委員。

2015年7月,方志恒出版《香港革新論》,主張以「革新保港,民主自治,永續自治」為綱領,建構在「民主回歸論」和「獨立建國論」以外,香港前途的「第三種想像」。

2016年4月21日,方志恒連同王慧麟與30名主要來自公民黨、工黨、民主黨及民協等「泛民」政黨的中青代,聯名發表一份名為《香港前途決議文》的宣言,提出以「內部自決」、「永續自治」處理香港二次前途問題,以及認同香港本土文化的主體意識等四大主張。

方志恒創辦了民間自治計劃,以眾包形式,支援民間團體推動項目,以實現「自己香港一齊救」的民間自治想像。

2018年1月15日,方志恒參與創立「香港永續經濟聯會」,希望建立一個涵蓋不同類型企業的網絡,包括工商、農業及社會企業等,並擔任秘書長一職。
