William Millar was a member of the Wisconsin State Assembly and the Wisconsin State Senate.
Millar was born near Dublin, Ireland on October 5, 1839. He would marry Sarah Jane McCormick. Among their children was James D. Millar, who would also become a member of the Assembly. Millar died at his home in Red Cedar, Wisconsin on February 5, 1913.
Millar was a member of the Assembly during the 1887 session. Later, he represented the 30th District in the Senate during the 1889 and 1891 sessions. He was a Republican.
