Biography

Ravinder Singh Dhull (born 3 October 1980) is a politician of the State of Haryana, India. He is serving as State Spokesperson for the Indian National Lok Dal which is main opposition party in the State of Haryana. His father is elected as Member of Legislative Assembly of Haryana from Julana constituency of Jind District. His grand father Chaudhary Dal Singh was a noted politician of the area and six time M.L.A. from District Jind.

Education

He graduated at Government Post Graduate College, Jind studied Mathematics and Economics and did his Law from Punjab University, Chandigarh. He is Cyber Law Expert and did his Post Graduate Diploma from ICFAI University. He did his General Course on Intellectual Property Rights from World Intellectual Property Organization (WIPO)

As Social Activist

He is founder of Centre for Socio Legal Research and Aid; an organization providing free legal aid to the needy in India. He is known for filing Public Interest Litigation on important subjects of public interest. List of his important PIL is as below:

  • Ravinder Singh Dhull versus State of Haryana and others, CWP No. 23171 of 2010. This is a Public Interest Litigation for providing basic facilities to residents of village Rahimpur Kheri (District Panipat) which happens to be only village in the State of Haryana having no facilities of road, transport, electricity. The matter was heard at length and a direction was issued to the petitioner to approach administration which had to consider the representation and thereafter take adequate action as per law.
  • Ravinder Singh Dhull versus Union Territory of Chandigarh, CWP No. 20099 of 2011. This is a Public Interest Litigation showing concern over sudden disappearance of children from a destitute home in Chandigarh known as Snehalaya. The matter was heard at length and detailed directions were issued to the respondents to provide various facilities to the children at the Snehalaya. It has led to betterment of their life.
  • Pooja Dhull versus Union of India and others, CWP No. 2691 of 2012. This is a Public Interest Litigation filed by petitioner through his wife. This was regarding protection of the wetlands in the States of Punjab and Haryana. The matter was heard at length and directions were issued to the respondents to understand growing danger to the wetlands and also implement the rules for conservation of wetlands strictly.
  • Pooja Dhull versus State of Haryana and others, CWP No. 14207 of 2012. This is a Public Interest Litigation filed by the petitioner through his wife. The matter was regarding growing irregularities pointed out by the C.A.G. regarding functionalities in the Department of Animal Husbandry in Haryana. The matter was heard at length and direction was issued to the petitioner to approach the State Government with his grievances. The petitioner thereafter approached the Government at pursued the matter.
  • Ravinder Singh Dhull versus Union of India and others, CWP No. 658 of 2015. This is a Public Interest Litigation filed by the petitioner wherein concern was shown regarding quacks working as Naturopathic doctors in the State of Haryana and Punjab as there is no body which governs the practice of Yoga and Naturopathy. The matter is yet pending.
  • Ravinder Singh Dhull versus Union of India and others, CWP No. 2268 of 2015. This was a Public Interest Litigation filed by the petitioner wherein concern was shown regarding on going sale of gender determination kit over online portals like Amazon.com and a direction was sought for immediate ban on the same and also for filtration of such content. The matter was withdrawn when a similar matter was filed and taken into cognizance by Supreme Court of India.
  • Ravinder Singh Dhull versus State of Haryana and others, CWP No. 10877 of 2015. This is a Public Interest Litigation filed by the petitioner wherein the concern is shown regarding non complying of the provisions of the Boilers Act, 1923 in the State of Haryana.
  • Ravinder Singh Dhull versus State of Haryana and others, CWP-14714 of 2015. This was a Public Interest Litigation filed by the petitioner wherein the issue of road safety was raised.
  • Ravinder Singh Dhull versus State of Punjab and others, CWP-16509 of 2015. This was a Public Interest Litigation filed by the petitioner wherein the issue of custodial torture of three minor kids in Jalandhar was pointed out.
  • Ravinder Singh Dhull versus State of Punjab and others, CWP-20838 of 2015. This was a Public Interest Litigation filed by the petitioner wherein the issue of an illegal Hukamnama by the Akal Takht was raised.

He has worked on the Right to Information law and is noted activist. He is known to have filed more than 3000 RTIs. His team consists of more than 50 lawyers. Recently he filed petition for CBI Probe in Jat Reservation Agitation

As Spokesperson

He was appointed as Spokesperson in 2014. Since then he has participated in various debates on national channels on important issues viz Demonetization, side effects of Demonetization, Commissionary Dissolution, Dengue Fever, On ill language of an MP, Jat Reservation, an MP questioning selection by HPSC and many other debates on channels viz India News Haryana, ABP News, ETV Haryana and Himachal, Zee News Haryana and Punjab, Janta TV, MH1 News, News X etc.
