Biography
Julio Xavier Labayen (23 July 1926 – 27 April 2016) was a Roman Catholic bishop. Ordained to the priesthood in 1955, Labayen served as bishop of the Territorial Prelature of Infanta, Philippines from 1966 until 2003.
