Biography
Pape was born on November 25, 1845 in the Kingdom of Hanover. He moved to New London, Wisconsin in 1867.
Career
Pape was a member of the Assembly in 1882 and 1883. Additionally, he was the city treasurer of New London and a member of the county board of supervisors of Outagamie County, Wisconsin. He was a Democrat.
